A complete shutdown was observed in Handwara area of North Kashmir's Kupwara district to remember 21 civilians killed by paramilitary forces on Jan 25, 1990.

The call for the shutdown was issued by Traders Federation Handwara.  

Earlier, the members of the Traders Federation Handwara led by its president Ajaz Ahmad Sofi and the members of civil society visited the martyrs' graveyard Handwara and offered prayers for the victims.  

At least 21 civilians were killed and scores others were injured after Border security Force (BSF) personnel opened indiscriminate fire on peaceful protesters protesting against the Gowkadal massacre in which over 50 civilians were killed.
