A scam involving transfer of lakhs of rupees illegally into the personal accounts of some employees in the garb of salary has surfaced in district hospital Bandipora.
"In the month of October last year, salary advice prepared by Accounts Manager BMO office block Bandipora and duly signed by BMO Bandipora has credited Rs 50,000 as salary to the personal account of District Accounts Manager (DAM) in the CMO office Bandipora," reveals the salary advice of office of the Medical Superintendent cum BMO DH Bandipora for the month of October, copy of which lies with Greater Kashmir.
The documents reveal that Rs. 50,000 has been transferred to the personal bank account No SB-4368 of DAM in the office of CMO Bandipora.
As per documentary evidence DAM working in CMO office under NHM gets only 24,000 monthly salary.
Sources, however, said that DAM is the employee in the office of CMO Bandipora and only CMO is authorized to release the salary to DAM as CMO has the DDO powers to release salary of those employees who are working in his office. "BMO cannot release the salary of any employee who is working in the CMO office in any case whatsoever," they said.
Documents further reveal that DAM has also drawn salary from CMO office in the month of October last year.
Likewise, in the month of November and December Accounts Manager BMO office has illegally transferred 50,000 and 40,000 respectively to the personal bank accounts of DAM. The documents reveal that funds worth lakhs have also been illegally transferred by Accounts Manager in BMO office in league with BMO Bandipora to some other employees from the government treasury.
Sources said that employees in league with BMO and Accounts Manager block Bandipora have been drawing funds worth lakhs from the government treasury to their personal bank accounts in the name of salary. "This has been happening for the last couple of years. There is no one to question them as they are doing it mutually.
The matter has also come to the notice of Additional Deputy Commissioner Bandipora, Khursheed Ahmad Sanai who has constituted a team head by Tehsildar to look into the wrongdoings in the funds of District Hospital Bandipora.
A senior officer of the district who is a member of the committee constituted by ADC Bandipora told Greater Kashmir that the case is fit for vigilance as this is only the tip of the iceberg as there is huge embezzlement of funds by Accounts Manager and BMO block Bandipora.
Meanwhile, Chief Medical Officer Bandipora, Dr Bilquees acknowledged that there has been embezzlement of funds in BMO office in the name salary. "We have constituted a team of four member headed by Dy CMO Bandipora Dr Masarat to investigate the matter. Whosoever, found guilty would be punished as per the due course of law," she said.
