ACB produces charge sheet against SPO, woman in fake certificate case

The Anti Corruption Bureau (ACB) Monday produced a charge sheet against two persons including an SPO in a fake certificate case.

A statement of ACB issued here said that the charge sheet was presented in a case in FIR No 10/2013 under sections 5(1) (d) r/w 5(2) PC Act 2006, section 420, 467, 468, 471, 120-B of the Ranbir Penal Code of Police Station Vigilance Organisation Kashmir (now ACB) in the Court of the Special Judge Anti-Corruption Baramulla against Abdul Rashid Rather, an SPO bearing Belt No 06/SPO and Raja Begum, the widow of Ghulam Ahmad Rather.

   

The statement said that the case was registered in Police Station VOK (now ACB) on the basis of a verification conducted into the allegations of fake and fraud certificate issued by Police Station Bandipora regarding the death of Ghulam Ahmad Rather, son of Habib Rather of Pazalpora Mantrigam, Bandipora, which was used for grabbing a piece of land without the knowledge of the land owners.

It said that the verification revealed that the oral gift (land measuring 17 marlas under survey No 1579 at village Mantrigam) shown to have been made by Ghulam Ahmad Rather of Pazalpora Mantrigam, Bandipora in favour of Ghulam Muhammad Rather and Abdul Majid Rather of Pazalpora Mantrigam Bandipora on May 2, 1998 was devolved vide mutation No 1315 on May 2, 1998 had been found to be false and fabricated as Ghulam Ahmad Rather had died on March 14, 1996, two years before the date of attestation of the instant fraudulent mutation.

The statement said the inquiry conducted had revealed that Raja had been found registered with Social Welfare Department, Bandipora as a widow and the incentives were paid regularly to her by the department since 1997, which had also indicated the death of her husband prior to 1997.

“The 17 marlas of land were also found in her possession till 2006. In order to cover the misdeeds, the accused beneficiaries Ghulam Muhammad Rather and Abdul Majid Rather in league with the chowkidar concerned and officials of Police Station Bandipora managed a fake and fraud death certificate of Ghulam Ahmad Rather wherein his date of death had been shown as 12 December 2001, giving a notion that he was alive on the date of the attestation of the mutation,” the ACB statement said.
