Guv reviews progress on employees” attendance, lake deweeding

As the attendance reports of government employees furnished by the general administration department to the Raj Bhavan have been showing considerable gaps, Governor NN Vohra on Saturday reviewed the matter at a meeting with Hilal Ahmad Parray, commissioner, GAD and Sougat Biswas, secretary information technology department.

Biswas informed the Governor that while very inadequate information was available when the Governor had given his initial directions in the matter during his earlier two stints, considerable progress had since been achieved and, as on date, 307,674 employees in the state had got themselves registered on the BAS and, side by side, vigorous efforts were afoot to fully verify and finalize the total number of government employees in the state, which is stated to be around 4.5 lakh.

   

Biswas informed the Governor that while a total ground survey has yet to be completed, there are 1990 government offices in the state of which 1153 have so far installed BAS and action is underway to install such systems in the remaining 837 offices.

Governor has desired to hold weekly review meetings till the entire task of installing the BAS in every office is completed and every employee starts marking attendance at the time of arrival/ departure. 

The Governor had in his original instructions to the chief secretary and all administrative secretaries directed that all daily wage/casual workers who are serving in any organisation/institution located in rural areas or who are performing watch and ward duties in remote/difficult areas should be enabled to mark their attendance manually which should be verified and counter-signed by the supervisory officials as per a laid down procedure. 

He has directed that it shall be the duty of every controlling officer to ensure that the record of leave granted to employees and details of their approved tour programmes is promptly uploaded on the BAS so that the Supervisory officers are able to know, at a glance, the number of functionaries who are absent from duty on a given day.

Governor has advised Parray to strictly ensure marking of in/out attendance in the secretariat.

GOVERNOR REVIEWS DAL-NAGEEN DE-WEEDING OPERATIONS

In compliance to the directions given by Governor NN Vohra in the Dal Review meeting held on  16 July 2018, AH Shah, vice-chancellor J&K Lakes and Waterways Development Authority, has reported to Governor that LAWDA has launched a massive operation for manual removal of Lily patches and de-weeding on the right side of navigation channel from SKICC to NPL Bund.

He said about 700 skilled labourers are working for the manual extraction of Lily plants and 400 semi-skilled labourers have been employed for the manual de-weeding from the said area.  

The Governor will be visiting the Lake on Sunday to review the ongoing cleaning and de-weeding operations.
