‘Housing for All’ yet to take off in JK

Even after the passage of more than one year the much hyped centrally sponsored "Housing for All Mission" has remained confined to papers given the zero percent utilization of funds received from the union Ministry of Urban Development.

This was revealed in a written reply given by the minister for Housing and Urban Development department to a query raised by MLC Ali Muhammad Dar regarding the steps taken for implementation of the scheme in the state.

The written reply further reads that the union Ministry of Urban Development has sanctioned an amount of Rs 190 lakhs during the year 2015-16 under Housing for All Mission.

"The amount has been received by the department at the fag end of financial year as such same could not be utilized," reads the reply.

The reply reads that of the total amount released by the union Ministry, Rs 146 lakhs, were meant for preparation of Action Plan and Rs 44 lakhs were to be utilized for establishment of City Level Technical Cell (CLTC).

"The department has now taken up the matter with State Finance Department for the re-validation and advance drawl of these funds for its utilization during the current financial year," the government reply reads.

As per the written reply, around 25 cities/ towns have been selected and approved for the Implementation of Housing for All (Urban) Mission in the first phase during the year 2015-16 and 2016-17.

"Action Plan for 10 towns has been prepared and Action Plan for other 15 towns is under progress," reads the reply.

Of the 25 towns 11 have been selected from Kashmir and 12 from Jammu, besides Leh and Kargil from Ladakh region.

The towns selected and approved for implementation of the scheme from Kashmir division include Anantnag, Shopian, Bijhbehra, Pulwama, Srinagar, Ganderbal, Budgam, Handwara, Kupwara, Baramulla, and Sopore while as from Jammu region include Kathua, Basholi, Samba, Jammu, Rajouri, Poonch, Udhampur, Ramban, Kishtwar, Bhaderwah, Doda and RS Pura.

The written reply reads that the department has issued an advertisement in March 2016 and applications were invited from the eligible candidates for the engagement of Experts for State/City level technical cells under Housing for All Mission (HFA) purely on contractual basis.
