State government on Wednesday asked all administrative departments and respective controlling officers to furnish budget proposals activity wise within the ceiling fixed for the current financial year 2019-20 in a stipulated time frame.
A government circular said that it has been observed thatdeputy commissioners have not furnished yearly district action plan underdistrict sector capex budget due to which finance department is not able toprofile and upload the required activity-wise data in the BEAMS application forfurther distribution of the funds under the approved appropriations.
The delay in the furnishing of the information will entailfurther delay in the tendering process which shall be violation of theAppropriation Act and simultaneously have cascading effect on the execution ofthe on-going and new works to be undertaken during the course of the year, itsaid.
“It is as such again enjoined upon all the districtdevelopment commissioners to furnish activity-wise list of on-going works/schemes,within 2 days positively, and subsequently furnish details of new works limitedto the ceiling already conveyed immediately once model code of conduct is overso that district plan for the current financial year is finalised and fundsreleased accordingly in time bound manner,” the circular said.
The circular issued by finance department further said thatall the district development commissioners shall also initiate tenderingprocess immediately after model code of conduct is over and ensure that processis completed before May 31, 2019 for commencement of works.
“The annual maintenance contract should be based on the ratecontract as per laid down rules and regulations,” it said.
