India’s first ‘States’ Startup Ranking’: J&K figures among ’emerging states’ category

Jammu and Kashmir has been categorised among ’emerging’ states in India’s first ‘States’ Startup Ranking’ announced by the Union commerce ministry’s department of industrial policy and promotion (DIPP) on Thursday in New Delhi.

The aim of the ranking is to encourage the states and union territories to take proactive steps towards strengthening the startup ecosystems in their states, said DIPP. The methodology has been aimed at creating a healthy competition among states to further learn, share and adopt good practices. The exercise has been started in January 2016 and subsequently DIPP announced the first ranking ‘States’ Startup Ranking-2018′. 

   

J&K has been placed in the category of ’emerging states’ which have scored more than 25 percentile but less than 50 percentile based on scores obtained after evaluation on seven parameters with 38 pointers. With 100 percentile Gujarat has emerged as the top most state providing the best startup ecosystem and has been conferred as the ‘best performer’.  

Along with J&K, others in the emerging states category includes Assam, Delhi, Goa, Maharashtra, Punjab, Tamil Nadu and Uttarakhand .

JKEDI director, MI Parray who was felicitated and awarded a ‘certificate of commendation’ at the event told Greater Kashmir  that being declared among ’emerging states’ category was a welcome move. However, Parray admitted that there was scope for improvement and expressed optimism that the state will improve its rankings next year.

“Some of the top states in the rankings have had startup policies since 2002-05. But the fact that the startup policy in J&K came into existence this year only and did not get weightage in these rankings, featuring in the emerging states is a welcome move,” Parray said. 

“We are hoping to improve our rankings substantially next year as the startup policy launched this year will get weightage in rankings next year,” Parray said. Parray said the benefits which the startups in the state will get under the state startup policy, 2018 will help J&K “emerge better in the next year rankings”.

A total of 27 states and three union territories participated in the ranking exercise in which an evaluation committee comprising independent experts assessed the responses across various parameters. Many parameters involved getting feedback from beneficiaries. More than 40,000 calls were made in nine different languages to connect with beneficiaries to get a real pulse at the implementation levels, said an official statement.

As per an official statement, states have been identified as leaders across various categories such as startup policy leaders, incubation hubs, seeding innovation, scaling innovation, regulatory change champions, procurement leaders, communication champions and hill state leader.

“On the basis of performance in these categories Karnataka, Kerala, Odisha, and Rajasthan have been declared as ‘top performers’,  while Andhra Pradesh, Bihar, Chhattisgarh, Madhya Pradesh, and Telangana as ‘leaders’. Haryana, Himachal Pradesh, Jharkhand, Uttar Pradesh, and West Bengal as ’emerging leaders’,” the statement said.  Chandigarh, Manipur, Mizoram, Nagaland, Puducherry, Sikkim, and Tripura have been included in the beginners’ category in the rankings.
