To ensure financial discipline and timely submission of bills, Department of Finance on Friday issued guidelines for all controlling officers and Drawing and Disbursing officers (DDOs) including Treasuries in Jammu and Kashmir.
As per the order issued by the Financial Commissioner, Finance Department, Dr Arun Kumar Mehta accorded authorization of 50 percent of funds under Revenue Budget for the financial year 2020-21 for purchase of vehicles, furniture and furnishings, cost price, refund and works on case to case basis.
“There will be total ban on engagement of causal workers, need based workers,” reads the order. “It is directed that the expenditure will be made strictly accordance with the classification under funds have been authorized and no diversion will be made unless authorized by the Finance department.”
The officials were directed that the funds provided under all the beneficiary schemes will be disbursed through DBT mode with 100 percent Aadhaar seeding which will be reviewed by each administrative secretary in monthly basis and beneficiary wise report furnished to the finance department on quarterly basis. The treasury officers should not entertain bills without complete classification under which the funds been allocated. All the director Finance/FA &CAO ensure submission of monthly revenue and expenditure statements to the Finance department before 5th of following month.
