No salary without CID verification for new entrants into Govt service

The new entrants including IAS, KAS and other employees into the Government service in J&K will have to share their social media accounts besides other information as part of a mandatory Criminal Investigation Department (CID) verification.

Without CID verification, the salaries of the new entrants will not be released.

   

A GAD circular reads: “In terms of Government Order No. 1918-GAD of 1997 dated 09.12.1997, read with Government Order No. 1328-GAD of 2016 dated 07.12.2016, security clearance from the CID has been made mandatory for drawing salary and allowances of new entrants into Government Service.”

The directives were issued after noticing that salaries were allegedly released without CID verification to the new entrants.

Accordingly, the General Administration Department (GAD) has directed to all Administrative Secretaries, Divisional Commissioners, Deputy Commissioners, Heads of the Departments and Managing Directors of all Public Sector Undertaking (PSUs) and Corporations to make sure that salaries are not released without complete CID verification of the new entrants.

The administrative departments have been directed to identify such cases and ensure that their verification is completed expeditiously and no new entrant in the Government service is paid salary and allowances till verification by the CID, according to fresh directives.

An official said: “These directions were issued to find out doubtful new entrants in the Government service and check their character on social media accounts through their activities. These accounts of the concerned officials are also being considered as one of the addresses which is why they will also be verified.”

“Instructions were not being adhered to in some departments and subordinate offices due to which many individuals with dubious character antecedents and conduct have been paid salaries and other allowances, without obtaining their mandatory CID verification,” the official said.

To simplify the process of verification mechanism with the consultation of CID, the GAD has issued instructions to be followed by the departments while forwarding the details of officials to the Criminal Investigation Department.

“The cases of public employment under the Government of J&K where mandatory CID verification pertaining to character, conduct and antecedents have not been initiated or completed with the information,” the circular says.

The new entrains will have to share information like full name of the employee, full name of father and mother, date of birth, permanent address, current address if different from permanent address, name of the Government post currently held, mode of recruitment  – J&K Public Service Commission, Service Selection Board, etc, date of initial appointment, highest educational qualification, mobile number, e-mail address, social media accounts including twitter, facebook, instagram, etc, name of immediate supervisory/ controlling officer and his employee ID and mobile phone number.

The information of the officials/employees be shared with the SSP CID headquarters through an official email by the supervisory and controlling officer while avoiding violation of cyber security instructions of the Government, the official said.
