Chief Secretary reviews Darbar Move arrangements

Chief Secretary BVR Subrahmanyam Friday chaired a high-level meeting here to take a review of the arrangements on the eve of move of offices from Jammu to Srinagar for the summer season-2019.

As per the orders issued by the General AdministrationDepartment (GAD), the offices observing 5-day week shall close at Jammu on 26thApril, 2019 after office hours and offices observing 6-day week shall close on27th April 2019 after office hours. All the offices will reopen at Srinagar on6th May, 2019. All the Departments will depute their advance parties on 22ndApril, 2019 who will receive the official records at Srinagar.

   

The meeting was informed that adequate arrangements havebeen made to transport official records and employees on 27th April and 28thApril, 2019 and 4th May and 5th May, 2019. The security and escort plan,availability of trucks and buses, recovery vans, mobile workshops, healthfacilities and ambulances along the highway were discussed threadbare.

Chief Secretary directed the Traffic Department to ensurehassle free movement of employees from Jammu to Srinagar. In the event of latearrival of employee convoys on move days, Divisional Commissioner, Kashmir wasasked to ensure that employees do not face any inconvenience in reaching totheir destinations in Srinagar.

He directed the BEACON and NHAI to ensure good condition ofSrinagar-Jammu National Highway. Deputy Commissioner, Ramban was directed tokeep a contingency plan ready should there be a disruption of traffic onhighway due to landslides/shooting stones etc.

Chief Secretary asked Food, Civil Supplies and ConsumerAffairs department to issue temporary ration cards and gas connections to moveemployees as per the standard practice. He emphasised on serving quality andhygienic food to the employees staying in hotels at Srinagar and regularinspection of the food served to the employees by the Food Safety Organization(FSO).

Chief Secretary also directed the Estates, PHE, PDD andSrinagar Municipal Corporation (SMC) to inspect residential colonies of themove employees and ensure complete sanitation, availability of electricity,potable drinking water and other basic facilities to them. He asked EstatesDepartment to establish a control room to attend to the requests of employeesrelating to their residential accommodation and other facilities at Srinagar.

Chief Secretary directed that all arrangements be ensured tomake the Civil Secretariat, Srinagar functional from 6th May, 2019 i.e thefirst working day itself. He directed that Nodal officers nominated by eachdepartment for Advance Party be made responsible for receipt & safe custodyof official record and stacking/storage of empty trunks/boxes in the designatedplaces.

Chief Secretary directed Information Technology (IT)Department to provide External Hard Drives to departments as per theirrequirement for shifting of record in the digital format besides ensuringinstallation of dedicated computers, new WiFi and networking equipment withdedicated facilities at Civil Secretariat Srinagar. He directed the ITdepartment to ensure that LAN/Internet connections are fully functional by thetime move offices open there.

He asked Estates Departments to set up additionalconvenience facilities in the Civil Secretariat Srinagar for employees besidesensuring adequate drinking water facilities and cleanliness.
