Finance deptt modifies rules for implementation of JKPaySys App

Jammu and Kashmir Finance Department has modified orders for online submission of bills in treasuries for processing by drawing and disbursing officers through IT enabled “JKPaySys” application.

As per a circular, in partial modification of instructionissued earlier it has been ordered that the DDOs shall immediately update theCPIS details of all employees especially with respect to the details of bankaccounts.

   

The DDOs have also been asked to certify that the bankaccount numbers of the employees have been updated and are correct.

The Secretary, Legislative Assembly/Council shall registerthe legislators on CPIS, the circular said, adding till such time the existingsystem in their case shall continue. With regard to transfer credit of theamounts creditable to accounts in banks other than J&K bank, the DDOs shallcredit these amounts to their official CD Accounts, the circular said.

They will however, submit RTGS/NEFT forms with the bills tothe treasury.

In respect of employees deputed to various departments fromCorporations who contribute CP Fund, the DDOs shall credit contribution totheir official CD accounts for subsequent transfer to the CommissionerProvident Fund.

The DDOs of Police/Fire services shall credit thereward/award/welfare fund to their official CD accounts for payment to thebeneficiaries/accounts.

With regard to Deposit Bills/Land Compensation bills/ Stamps,the DDOs shall prefer the claims manually till National Informatics Centrefinds a proper mechanism for their accountal through Paysys.

The Treasury Officers shall open the Temporary Bank Accountfor parking of amounts on account of reversed transactions, if any, forcrediting the amounts to the respective accounts of beneficiaries. They willensure that the amounts are transferred to the beneficiary accounts withinshortest possible time, said the circular.

It said master trainers shall be identified by theDepartments concerned and the NIC, J&K State Unit will provide training tothese master trainers to act as handholding support in the respectivedepartments.

The implementation of JKPaySys shall start on trail basis in4 treasuries each in Jammu and Srinagar cities along with the DDOs operatingupon these in Saddar Treasury, Srinagar/Jammu/Additional TreasuryKhanyar/Tankipora/LalMandi, New Plot/Gandhinagar/ TalabTilloo (Muthi) and CourtTreasury Jammu/ Srinagar from 01 August 2019.

The JKPaySys in Civil Secretariat Treasury shall continue ontrial/pilot basis.

The schedule for rest of treasuries for implementation ofJKPaySys shall be notified separately.
