Governor to attend maiden NITI Aayog meet today

The financial assistance of Rs 2926.11 sought by the State was projected apart from Rs 41,000 crore special package for rehabilitation of flood victims and restoration of public infrastructure.

The release of balance under Special Plan Assistance (SPA) besides additional sanction of Disaster Relief Fund would remain on top of Governor N N Vohra’s list of issues in the first meeting of National Institution for Transforming India (NITI) Aayog, sources privy to state’s preparations for the meet said on Saturday.

Governor has been invited by the government of India to attend the first meeting of the Governing Council of NITI Ayog on Sunday.

They said in the first instance Governor would take up  the issue  of  sanction of only Rs 1120 crore as against Rs 2926.11 crore projected by the state under the norms governing the State Disaster Response Fund (DSRF) and the National Disaster Response Fund (NDRF).

The financial assistance of Rs 2926.11 sought by the State was projected apart from Rs 41,000 crore special package for rehabilitation of flood victims and restoration of public infrastructure, they added.   

Sources further said that release of remaining Rs 2400 crore of SPA would be another important issue that may be discussed for immediate sanctioning in view of  approaching end of the current financial year.

If the official sources of state Planning and Development Department are to be believed the centre government has so far released an amount of Rs 1000 crore out of Rs 3400 crore Special Plan Assistance (SPA) under annual plan 2014-15 for rebuilding the damaged infrastructure in the state.

“But even out of this the state government has released only Rs 200 crore to the departments for repair of bridges, reclamation of water supply schemes, irrigation and flood protection works and revamping of power infrastructure” they said.

“For additional funds under SPA the departments have been asked to first furnish DPRs of the projects” sources added.       

Full funding of the Annual Plan 2014-15 to tide over the financial crunch and meet the liabilities and revenue expenditure are other core issues to be taken up by the Governor, sources added.
