Jammu and Kashmir Pradesh Congress Committee (JKPCC) senior leader and former Minister, Raman Bhalla on Wednesday alleged that PDP-BJP coalition government is shying away from its duty to conduct Urban Local Body (ULB) and Panchayat elections in the state. 

Interacting with prominent citizens of Gandhi Nagar,  Bhalla said formation of ULBs are must to empower the people of urban areas”, and added that in a democratic system it was necessary to make representative character of all democratic institutions to ensure people’s participation in these institutions.

 Bhalla also said that the centre has blocked grants worth crores for urban development because the state government has failed to constitute duly elected local bodies. “Priority of this regime is not to empower people by strengthening democratic institutions but those at the helm of the affairs want to accomplish their nefarious designs by controlling such institutions through undemocratic means”, he observed and cautioned that such attitude of the ruling party would be proved disastrous for the State. Terming the promises made by PDP-BJP government as “mere bluffs”, Bhalla said that voters are fed up with the “sheer opportunism” of these two parties. Both the parties took the extreme positions on most of the emotional issues and exploited their respective constituencies to the hilt, with a false and deceptive promise to keep each other out of power, if voted in strength. 

Highlighting the recent letter written by the Central Government to the state expressing strong displeasure over the state govt’s failure to use a PMGSY grant intended for development of rural roads, Bhalla said this revelation had yet again in quick succession exposed the incompetence and non-seriousness of the state government .

Urging upon the coalition Govt to honour the election time promises made to the people of Jammu region, Bhalla said that the BJP’s political constituency had suffered the worst neglect and discrimination under the present regime. He regretted that the delivery on the promises during the last more than three years rule had been in opposite proportion to the expression of such high pitched slogans with not a single promise having been cashed in.

Expressing concern over scarcity of essential commodities, Bhalla today said the administration must come out of deep slumber and infuse responsiveness and an element of accountability in its machinery in order to mitigate the sufferings of people. People of Jammu were experiencing difficulties of all sort but the authorities were not paying any attention to these burning problems of the common man, he added. Castigating PDP-BJP coalition for weakening traditional amity and regional harmony in a sensitive state like Jammu and Kashmir, former Minister accused the two parties of playing to galleries to conceal their inherent contradictions.
