Keeru power project: SAC approves rehabilitation, resettlement plan

The state administrative council (SAC) which met here underthe chairmanship of governor Satya Pal Malik approved the rehabilitation andresettlement plan for the project affected families of 624 MW Keeruhydroelectric project on river Chenab in Kishtwar district.

An official spokesman said the total cost of therehabilitation plan, which has been formulated on the lines of Kishanganga andPakul Dul hydroelectric projects and as per the recommendations of MoEFCC, isapproximately Rs 100 crore.

   

A total 725 kanal and nine marla of private land is requiredfor execution of the project.

“159 families will be affected, out of which 93 shall bedisplaced,” the spokesman said.

The salient components of the R&R plan include: Rs 33lakh as lump-sum cost for land and construction of house in line with theapproved R&R plan for Kishangang; fishing rights in the reservoir to theproject affected families (PAFs), outside the restricted area; reimbursement ofstamp duty on purchase of land by the PAFs losing land, to the extent of actualland loss; financial assistance of Rs 25000 to displaced PAFs having cattle forconstruction

 of cattleshed;non-displaced PAFs who are losing their seasonal cattle sheds/kothas will alsobe entitled to this benefit; financial assistance of Rs 35,000 towardstransportation cost for shifting of building materials, belongings, cattle fromthe affected zone to the resettlement area; one-time assistance of Rs 40,000per-PAF for construction of workshed/shop to rural artisans/small traders andself-employed PAFs; scholarship of Rs 1000 per-month for a period of 24 monthsto a maximum of two children per PAF; an additional 10 per cent amount of theabove scholarship provision as top-up shall be provided to differently-abledand female students with cap of two children per-PAF; cost for skilldevelopment training facilities @ Rs 2000 per-month per-PAF for 12 months for159 PAFs with total cost of Rs 38.16 lakh; additional provision of Rs 2 crorehas been provided for skill development programmes and 15.10 crore for skillmapping and development plan; PAFs who have not been provided agricultural landor employment shall be entitled to a rehabilitation grant equivalent to 750days minimum agriculture wages @ Rs 225 per-day; monthly subsistence allowance@ Rs 225 per-day equivalent to 25 days of MAW per-month for a period of one yearwith a provision of Rs 62.78 lakh; pension for vulnerable affected persons @ Rs2000 per-month per-person, subject to verification of eligibility as perdefinition of vulnerable persons in NRRP 2007; provision of transit andtemporary accommodation allowance (immediate possession allowance), pendingR&R plan, if need be.

“This provision shall be subject to scrutiny of therequirement of shifting of displaced families, if any, and subject to furtherverification of entitlement. Rs 2500 per-month for a maximum period of 12months or resettlement whichever is earlier. Each scheduled tribe affectedfamily shall get additional one-time financial assistance equivalent to 500days of minimum agricultural wages (Rs 225 per-day) for loss of customaryrights and forest usage,” the spokesman said. “For infrastructure facilities inresettlement area, lump-sum cash compensation shall be provided to thedisplaced PAFs for purchase of land and construction of house; under local areadevelopment activities, provision of Rs 2887.00 lakh for local area developmentactivities/social and community development package; under monitoring andevaluation setup, a provision of Rs 250 lakh has been kept; One-time financialassistance for seeds and fertilizers; 100 units of electricity shall beprovided free of cost every month to every PAF for a period of 10 years fromthe date of commissioning of the project”.

The SAC also approved revision in the resettlement andrehabilitation plan of Pakal Dul hydroelectric project regarding land and houseconstruction assistance to PAFs in line with the enhancement in provision asapproved for Kishanganga.

The SAC directed that all the disbursements shall benecessarily Adhaar-linked and delivered through DBT mode after proper scrutiny.

“Deputy commissioner Kishtwar will function as commissionerfor the rehabilitation and resettlement of PAFs of 624 MW Keeru and 1000 MWPakal Dul HEPs,” the spokesman said.

66 VILLAGES INCLUDED IN LIST OF BACKWARD AREAS

The SAC approved inclusion of 66 villages in the list ofbackward areas, “thereby fulfilling the long pending demand of these areas”,the spokesman said.

The villages included in the list of RBA are KangralSangral, Nara, Doke Jagir, Paya-Chak, Gortha Riadandi, Sukral, Thana, Kard,Rayour, Begoon, Nund, Jeed, Bupniar-garh, Bandera, Thopal, Barthal, Sanasar,Chilla, Sincha, Sana, Issoo, Kradi, Kawarigam, Chatoosa, Cheq Ashmuji,Gadihama, Ultigam, Nuner, Kondabal, Wailoo Bala, Turkapora, Karihama,Gundgushi, Neelipora, Waterkhani, Villagam, Ashkanpora, Magam, Kunan,Shumriyal, Sodal, Mugalpora, Khanpora, Khirman Tilickhand, Zahid Bagh,Goripora, Hushbangpora, Dogripora, Sether Gund, Ahgam, Kartargrah, Baihama,Sadura, Marhote, Kakora, Lerote, Rampore, Anzwalla, Gund Fathapora, TurkaTachloo, Negibhat, Najan, Malikpora, Lirrow, Sopat and Gandtal,

“The decision will entitle eligible inhabitants of theseareas to reap the benefits under the Jammu & Kashmir Reservation Act/Rulesin recruitments and admission in professional colleges,” the spokesman said.

ABSORPTION OF 34 FACULTY MEMBERS IN NEW GMCs

The SAC approved the proposal of the health and medicaleducation department regarding one-time absorption, by way of lateral entry, of34 faculty members of government medical colleges and senior consultants/consultantsof the health department in the new government medical colleges at Anantnag,Baramulla, Kathua and Rajouri.

PROMOTIONS

The SAC approved promotion of Ajeet Kumar Sahu, IAS(JK-2003) to the super-time scale of IAS w.e.f. 01.01.2019, consequent to whichhe shall be designated as commissioner/secretary to the government.

It approved promotion of two IAS officers of 2006 batch viz.Sheetal Nanda and Saugat Biswas to the selection grade of IAS w.e.f. 01.01.2019including the designation of former as secretary to government.

The SAC approved promotion of Baseer Ahmad Khan, IAS(JK-2000) to the selection grade of IAS w.e.f. 01.01.2013 and to the super timescale of IAS w.e.f. 01.01.2016.

It approved promotion of Javed Ahmad Khan, IAS (JK:2005)(now retired) to the selection grade of IAS w.e.f 01.01.2018.

The SAC approved promotion of 03 IFS officers of 2000 batchviz. Roop Avtar, Preet Pal and K. Ramesh Kumar to the level of super time scaleII (CCF level) w.e.f. 01.01.2018. “First two on proforma basis and the thirdone within the cadre”.

Consequent to his appointment to the time scale of the Jammuand  Kashmir administrative service w.e.f31.08.2000, the SAC approved promotion of Asif Hamid Khan to the selectiongrade of the service w.e.f. 12.03.2007, special scale w.e.f 13.10.2010 and tothe super time scale  w.e.f 01.12.2016.

The SAC approved appointment of 34 oficers of variousdepartmental feeding services to the time scale of the Jammu and Kashmiradministrative service with effect from 01.01.2018. It approved promotion of 10senior scale officers of the Jammu and Kashmir accounts (gazetted) service tothe selection grade of the service w.e.f. 23.01.2019.
