No coaching centre registered in Jammu

Bellying the tall claims of the J&K government to regulate functioning of the private coaching institutions, none of the coaching centres in Jammu city has been registered by the competent authorities.

Around 300 coaching centres are running in Jammu region and all of them are yet to be registered with the competent authorities.

   

“The authorities are delaying our registration since 2010. The orders were issued for coaching centres but was not properly implemented on ground,” said Ahok Gupta, chairman coaching centres association Jammu.

He said the directions were given by High Court to J&K government to inspect and register the coaching centres but the issue is still lingering.

“After 2014 directions, a divisional level committee was constituted which was tasked to inspect the coaching centres and start their registration if the institutes fulfil the government guidelines but the process was never completed, Gupta said.

Post-High Court directions, Gupta said around 120 coaching centres had submitted the documents for their registration but the department never conducted the inspection and recommend their registration.

“Had government been serious about it, then it would have started the registration of these institutes,” he said.

The association chairman however blamed the government for harassing the coaching centres every now and then. 

“Now a new committee has been constituted by government which is headed by additional deputy commissioner and concerned chief education officers. But there is no change on ground,” he said.

He however alleged the government was harassing them to by demanding 10 percent free admission besides 18 percent GST. “If we have to provide 10 percent free admission then we should be exempted from GST. 70 percent of our income is paid to teachers, 10 percent is utilised for stationery,” he said. 

Director school education Jammu (DSEJ) Ravinder Singh said the coaching centres were supposed to get registered with the competent authorities to continue their functioning.

“Those who will apply for it will be granted the registration if they fulfil the government rules. Some of the coaching centres have applied in the past but never followed their cases,” DSEJ said.

He said they have constituted a committee headed by concerned ADCs to inspect the coaching centres.

“In past we have sealed few coaching centres. The process of registration is going and those who want to get registered should fulfil all the requirements as per government guidelines or can be sealed anytime,” he said.
