Former legislator and PDP leader Nizamuddin Bhat has accused administration of flouting Municipal laws and denying elected representatives in local bodies their right role and place.
Citing the example of MC Bandipora, Bhat said that onecouncillor Khurshid Ganai is heading MC without having qualified forpresidentship through prescribed norms.
He said he is not enjoying the support of majority of thecouncillors and has no legal or moral authority to head and function aspresident. Bhat said there is no evidence that statutorynotice for election of president or vice-president has ever been issued postelection.
