Administrative secretaries asked to submit study leave cases to GAD

The J&K government has directed all the administrative secretaries to submit the study leave cases of its employees to the general administration department (GAD) for concurrence. 

The circular in this regard was issued on Saturday from GAD. The government circular has however stated that incomplete cases of employees applying for study leave shall not be entertained.

   

The directions have been given after the government received reports that study leave cases submitted by various administrative departments to GAD for approval of the competent authority were incomplete.

“And these cases didn’t indicate as to whether the officer/official concerned has proceeded on study leave and whether the conditions attendant to grant of study leave including those prescribed by the finance department have been duly satisfied,” the circular reads.

The circular states that in certain cases, it was found that the administrative departments permit the officers/officials to proceed on study leave without the prior approval of the competent authority.

“This is not only in violation of study leave rules but is setting up an unnecessary trend which needs to be stopped,” circular reads.

The government has also devised a checklist to ensure settlement of study leave cases in time.
