In a major decision, the State Government Tuesday reversed the former National Conference- Congress government’s cabinet decision of carving out a separate administrative department of Horticulture from the Agriculture Production Department (APD).

The State government (vide order No. 97-GAD of 2015) today merged the administrative department of Horticulture with APD.

The government removed the Horticulture department from the list of administrative departments by amending Jammu and Kashmir Government Business Rules and assigned subjects of Horticulture; Horticulture, Marketing and Planning; Horticulture Produce Marketing & Processing Corporation Limited to Agriculture Production Department.

On February 16, 2014, the State Cabinet which met at Jammu had cleared creation of separate administrative department of Horticulture, allegedly on the insistence of then Horticulture Minister Raman Bhalla.

Bhalla had abruptly come up with the proposal during the cabinet meet, without it being part of the agenda. The proposal was not only cleared by the Cabinet but even the charge of the newly carved out department was handed to Sanjeev Verma on that very day.

The move had attracted criticism from administrative and bureaucratic circles who had termed the decision as “undue and unwarranted”, saying both the departments are interlinked and interconnected.
