Candidates forge documents to get jobs in ICDS

Authorities have recommended cancellation of several domicile certificates after some candidates used fake certificates to take part in recruitment of integrated child development scheme (ICDS).

State mission directorate ICDS had advertised posts of health and nutrition mobilizer and data entry operators in 2016 for various blocks of Budgam.

   

The doubts were raised after the candidates in waiting list found persons selected not from the address as shown in the selection list.

Deputy director ICDS Kashmir Rashida Akther said: “We have written to higher ups about the cases in which candidates had produced fake documents.” However, she said that she didn’t remember the number of cases in which documents were found fake.

In one such case, deputy commissioner Budgam has written to commissioner secretary revenue to cancel permanent residence certificate of a candidate who had obtained domicile certificate fraudulently to get appointed as health and nutrition mobilize in Budgam.

The matter came to fore after a female candidate Muzamil Nisar appeared in waiting list and another person got selected for the post in block Budgam.

The address of the appointee in the selection list was shown as Syed Abad Sheikhpora Budgam. Muzamil Nisar’s father, who lives in the vicinity of this village, got suspicious as he knows everyone in the area “but had not come across this person.”

After his door to door verification, he found that no such person was living or had ever stayed in the Syed Abad Sheikhpora village.

After his complaint, the district administration set up an inquiry team headed by the area tehsildar, which found the complaint true.

“The inquiry team submitted its report which reveals that indeed the certificate stands issued fraudulently by the office of deputy commissioner vide number 1304 of year 2010-11 (on) recommendation of tehsildar Budgam which is evident from the dispatch register, however no original file could be traced from the records as the same was gutted in the fire incident of 2010,” reads the letter written by DC Budgam to commissioner secretary revenue.

“As such it is requested that certificate issued under number 1304 of the year 2010-11 may be cancelled ab initio.”

Order issued by state mission directorate ICDS on 24 February 2018 said: “The deputy director shall get the character antecedents of the appointee verified from the competent authority and shall also get the documents/ certificates verified from the concerned quarters.”

It further says that the engagement order shall be treated to have been cancelled ab initio and criminal proceedings shall be initiated against the candidate.

However, the aggrieved candidates said the candidates who had been appointed on fake documents have remained untouched as they continue to be in service.

Deputy director ICDS Kashmir Rashida Akther said cancellation of the engagement of those appointees can be issued only by appointing authority. “I have forwarded those cases to higher ups,” she said.
