CEO Baramulla asked to explain MCC violation

Election authorities in Baramulla have asked the district’s chief education officer to explain why a teacher’s services were transferred from one school to another as the model code of conduct was in force.

The chief education officer (CEO) of the Baramulla hadordered ‘utilisation of services of a teacher from a primary school to theGirls Higher Secondary School Sopore’ in violation of the MCC.

   

The CEO’s order has been impugned and put in abeyance.

“Keeping in view the need of EVS lecturer at GHSS Sopore,the services of Mr. Farooq Ahmad Khuroo (EVS) teacher PS Mumkak are utilised inGHSS Sopore till the contractual appointment of lecturers takes place,” readsthe order issued by the CEO Baramulla, vide no CEO/Bla/Estt/909-10, dated16-04-2019.

The CEO has been asked to explain the violation of MCC.

“The order issued is in violation of model code of conductand is further bizarre in terms of the academic ethics wherein a qualifiedtrained PhD teacher is replaced by an RRT teacher to teach the subject of EVSto the student of 11th and 12th standard. The order is therefore kept inabeyance and the issuing authority is directed to respond as to why the modelcode of conduct has been violated,” reads the communication issued byadditional deputy commissioner Baramulla, who is also nodal officer MCCBaramulla.

The communication to the CEO in question asks “Thecomplainant has alleged that the action has been taken on the behest of a unionleader whose interference in the normal functioning of the Govt girls highersecondary school Sopore affects it to a great extent”.

Officials say environmental studies subject is being alreadytaught at the GHSS Sopore by a teacher who is PhD, besides is expert in thesubject.

The said teacher has been already recommended by theprincipal of the institute to teach the EVS subject, however, new directivefrom the chief education officer Baramulla is likely to hamper the smoothfunctioning of the class.
