Containing COVID spread | Srinagar among 16 districts shortlisted for sharing best practices

Srinagar has been selected among 16 districts shortlisted for sharing best practices to contain COVID Spread.

This was stated in ameeting convened by Cabinet Secretary Rajiv Gauba with all district collectorsof country.

   

An official statement said DC Srinagar gave a detailedpresentation on response system to prevent COVID19 spread in Srinagar. He saidthe response started as early as February when medical students of Kashmir wereto return from China. IEC & Communication outreach started. Radio & TVchannels involved.

“Health sectoractivated.  Graded response started infirst week of March with 100% screening of all incoming travelers and 100% quarantineof all foreign returns —-2276. A 24×7 Control Room started in March 1st weekhas done wonders. Using crowdsourcing of information, IT Apps, GPS tracking ,Bank transaction details and other vigilance measures it traced 889 suchpersons who didn’t reveal their travel history. It also included more than 220people who self-reported on App “Talaash,” the statement said.

It said a month later Srinagar has 53 positive cases — allfrom the traced and tracked linkage. “Additionally 19 positives from Delhiand Kerala are a part of two groups quarantined by administration on theirarrival on 26 March after control room intelligence team tracked them. Morethan 800 people from Delhi Hotspot (TJ) were tracked in Srinagar andquarantined  — weaning away fromcommunity,” he said. 

The statement said the city has established 9400 beddedfacility including quarantine, COVID wellness centres and COVID care centres.

With a population of 1.7 Million having very high densitythe challenge was to maintain supplies and services  : PDS and LPG Home delivery to more than 2.10Lakh families in 2 weeks and the process is on. Functioning of all essentialservices including Power , water, banks etc with mere 25% staff  —–provided vehicles etc. Minimisedfootprint.  Regular airlifting ofessential & lifesaving drugs from Delhi regularly. 

“An IVRS based Call Centre has now replaced nearly adozen dedicated helplines started initially for for people in need of food, oldage help, patientcare, grocery, Diabetes-Dailysis-Cancer patients helpline,Pregnant women , children with special needs and for social protection plan.Helpline for students as well. The Call Centre responds to 1500-2000 callsevery day linking various nodal offices to issues raised for resolution at locallevel,” it said. 

Srinagar has been dividedinto 25 Administrative Zones each headed by a senior officer with members drawnfrom all departments for response to local issues in Red Zones. There are 15 Red Zones in Sriangar which are providedwith 45 entry/exit points . Manned. Each red zone is covered  by a dedicated control room. There are nearly1000 surveillance teams in the city. 5 Addl DMs have been appointed to head 5Zones each. Each ADM has Zonal SP for all enforcement coordination. 

The statement said nearly15000 policemen every day for ensuring restrictions and also facilitatingsmooth movement.  “Social protectionplan has been provided to cover elderly and perons in need covering 6300families. 12 Hotels have been provided for doctors and paramedics, 76 busesprovided for staff of essential service aimed at reducing footprint andensuring smooth movement,” it said.

It said 5000 chairs to JK Bank branches for ensuring socialdistancing and cofmort of customers. Besides 200 women volunteers engaged formask production. 12 NGOs already engaged

Dr Shahid said for improvement in health infra, Rs 5 cr hasbeen provided to various health and administrative facilities for patientcareand infra. He said apps for  QuarantineManagement System, COVID symptom tracking, Geo-fencing tracking

and Home to Home surveillance tracking have been created.’Cabinet Secretary Rajiv Gauba appreciated the response system,” thestatement said.
