Disability survey to unmask undeserving beneficiaries

The ongoing disability survey, besides counting the number of the people with disabilities, has also unmasked those who have managed to secure disability certificates fraudulently.

As many as 1.50 lakh people have been issued disabilitycertificates so far. Officials believe that a sizeable number of them didn’tdeserve one and probably had taken advantage of the fact that the governmenthad no up-to-date data on the actual number of the disabled in J&K.

   

A social welfare department official said on the conditionof anonymity that while surveying households in a particular district, censusworkers found only 20 people with disabilities so far. But 2000 people havebeen issued disability certificates in the district.

“Now, only the genuine people will get certificates. Therest will be removed from the list,” he said.

Last year, hundreds of fake disability certificates had beendetected in Bandipora district.

This time, to make the exercise foolproof, the workers aregoing door to door so that they could fill the baseline forms in presence ofthe disabled persons.

The forms filled by the disabled persons will be analysed bya monitoring and evaluation team. The data will then be shared with the chiefmedical officer of the district concerned. The CMO’s data will be cross-checkedwith that of the social welfare department for any discrepancy.
