Domicile law: Altaf Bukhari apprise Home Min, NSA of ‘shortcomings’

JK Apni Partypresident Syed Altaf Bukhari on Friday apprised the Union Home Minister AmitShah and National Security Advisor Ajit Doval that domicile laws defined by theGovernment of India have several ‘shortcomings’ which need to be overcome.

JK Apni partysources said Bukhari who is in Delhi put forth several recommendations for thelaw among which includes retaining jobs exclusively for residents of Jammu ofKashmir. ” Yes, he has informed both the Home Minister and NSA about theshortcomings in the law issued by the central government in an official gazetterecently,” a JK Apni Party leader said.

   

He said Bukhari hadtold Home Minister Shah and NSA that “amendments be made in the laws so thatall the residents of J&K as on August 5, 2019 be declared as domicile,”.The party sources also said that Bukhari has asked that the clause in thedomicile law restricting exclusive rights of J&K residents for only uptoclass forth jobs be done away with.

” There has been adiscussion that the clause restricting domiciles for only upto posts of classfourth should be omitted from the new domicile law,” party sources said. 

The sources saidBukhari had also informed Shah that posts such as that of gazetted and nongazetted levels be kept for candidates who are domiciles of J&K.

” It has beenconveyed to the Home Minister that all gazetted, non-gazetted, district,divisional and state cadre posts be filled up only amongst the eligiblecandidates who are residents of J&K.

Meanwhile, in asignificant development, the government of India is anticipated conceding toalmost all major demands put forth by Jammu Kashmir Apni (JKAP) addressing thelacunas in its recently issued order defining domicile law for Jammu andKashmir. Well placed sources in Ministry of Home Affairssaid the government is likely to concede to all the demands of JKAP whichincludes amendments to the domicile law.
