The higher education department has put the teaching and non-teaching staff of colleges on notice for frequently visiting the civil secretariat to pursue their transfer cases.
In this regard, a circular has been issued by the secretaryhigher education department Talat Parvez Ruhella wherein the college staff hasbeen asked not to submit their applications by hand by visiting theadministrative department individually.
The circular has been issued after observing that officials– both teaching and non-teaching of colleges – frequently visit theadministrative department at civil secretariat with applications andrepresentations for their transfers, postings, adjustment, attachment andmodification of orders.
“It is impressed upon all the concerned to send theirapplications and representations with regard to transfer/ postings throughPrincipal of the concerned colleges and director colleges, which is the properchannel to pursue the cases,” reads the circular.
The college professors and non-teaching staff have been puton notice that applications and representations will not be accepted by handthrough the applicant or any other person.
“Action will be taken against the officers violating thiscircular and visiting the office of the secretary to plead their transfercases,” the government circular reads.
The department has decided that the college Principals andDirector Colleges J&K will recommend the transfer cases to theadministrative department keeping in view the sanctioned strength as well asthe vacancy position in that particular subject.
The direction has been given to the officers inadministrative department and the staff in the clerical hall of highereducation department not to accept transfer applications from individuals.
“The officers in secretariat should take note of thedirection and should not allow any person to visit and present any applicationfor transfers,” the circular reads.
The higher education department has further decided that theapplications for transfer will be preferred by the concerned Principal andDirector colleges in case the applicant has mature stay at present place ofposting.
“Any person pursuing for transfer on medical grounds will beconsidered only if his application is backed with supporting documents,” thecircular reads.
