Education department acts tough against attachments

The school education department has initiated a two-tier monitoring system to ensure implementation of government directions for cancellation of all attachments in the department.

The initiative was taken after receiving reports that the government guidelines were not implemented properly and some unnecessary attachments were being kept intact at district and zonal levels.

   

“There were some reports that government directions on cancellation of attachments in schools and other offices were not implemented. However, the CEOs and the ZEOs have submitted their certificates (to the contrary). We have now devised a mechanism to cross-check the implementation on the ground,” director school education Kashmir (DSEK) G N Itoo said.

He said that each head of the departments (HoD) in district institute of education and training (DIET) across Kashmir have been assigned one zone in their respective districts to verify the cancellation of the attachment orders.

“The HoDs will visit zones to cross check whether all the attachments have been cancelled or not and will submit detailed report to directorate of school education,” Itoo said.

He said another team from the directorate will also visit different education zones to verify the cancellation of “unnecessary” attachments which were ordered in past.

“The team will monitor whether the attachment of teachers has been cancelled and whether they have joined back to their original place of positing in schools. The report of the team will be reviewed on August 20,” Itoo said.

Already reported, the department had set a 10 days’ deadline for the CEOs to submit a compliance report on cancellation of the attachment of teachers.

The directions were issued in wake of reports of partial implementation of government directions at ground level wherein attached masters, teachers and other staff were not relieved to join their substantive places of posting.

Pertinently, the J&K Governor on Tuesday convened a meeting and sought status of detachments in the department. The Governor, according to an official spokesman, was informed that 1002 detachments were ordered and all the CEOs have been asked to submit final reports in this regard by August 20.

The Governor directed the department to review the attachments made on basis of rationalization of schools, security reasons, marriage and compassionate grounds and in the interest of smooth academic environment under proper government orders.

“These attachments were kept intact till date but the Governor asked the department to review these attachments and submit the report to chief secretary and his advisor within 10 days,” the spokesman said.

A top official in civil secretariat said the Governor is particular about cancellation of all attachments and want to use human resource in schools to provide adequate staff for students and improve academics.
