Girl education scheme in shambles as JK makes mess of MHRD guidelines

The much talked about Centrally sponsored scheme – Kasturba Gandhi Balika Vidyalaya (KGBV) – launched to eradicate gender disparities in rural education has failed to achieve the objectives as the JK government has failed to implement the scheme as per set guidelines.

The scheme was introduced by GoI in 2004 and integrated with the already existing Sarva Shiksha Abhiyan (SSA) to provide elementary educational facilities to SC and other backward class girls in educationally backward blocks.

The scheme however proved to be futile exercise as the government failed to fill the requisite posts in the KGBVs functioning in the valley.

As per the KGBV guidelines set by MHRD, the state government was supposed to recruit seven teachers, cook, an accountant on contractual basis besides a female warden- the only permanent post for each KGBV.

Barring the teachers who were also wrongly recruited, the government has failed to fill the other vacancies till date.

“In most of the KGBVs these posts are lying vacant. Government is yet to take any initiative for this,” officials in education department said.

They said the scheme was not implemented on ground as per the set guidelines due to which the scheme failed to achieve its objectives.

Shamim Ahmad Laharwal, who is still holding the additional charges of Director SSA, said government has filled some posts however some posts remained unfilled.

“Wardens were appointed by education department itself but the salary for the post is released from SSA,” he said.

As of now, around 99 KGBVs are functional in the state, with seven teachers in each KGBV thus making the number of such teachers at 700.

State government was also supposed to recruit a Junior Engineer (JE) in an educational zone and assistant engineer in a district under SSA scheme to supervise the construction work of the KGBVs.

The in-charge project director SSA said they had written to Secretary School Education Department to conduct interview and written exams of candidates for the posts but there was no reply for the same.

“We have to make new recruitments for the posts of JE and AE which are vacant in education department but we have not received any reply from Secretary Education,” Laharwal said.

Officials in the department said the scheme was implemented in gross violation of guidelines. “That is why many scams were unearthed in the scheme and the cases are now dealt by vigilance department,” officials said.

Earlier, the state government wrongly appointed KGBV teachers on ReT basis in violation of KGBV guidelines, however the government decided to absorb the wrongly appointed teachers on vacant posts.

The teachers were supposed to be engaged on consolidated basis but the callous government in violation of rules appointed them on ReT basis who latter claimed for their regularization.

“Not all, but very few were regularized and absorbed on vacant posts. This has created a mess in the department,” officials said, adding that posts are not available everywhere due to which the department is going through tough times to absorb the teachers.

Moreover the move has now halted the functioning of KGBVs as teachers are being deputed on basis of internal arrangements. “Under rules, internal adjustment is not allowed. But the wrong appointment of first batch for KGBVs created chaos and department is now managing teachers on internal deputations,” officials said.

Laharwal said the regularization of KGBV teachers was to be monitored by Directorate of School Education.
