Government creates teacher grade II cadre

In a significant move, the state government Tuesday accorded sanction to creation of cadre of teacher grade II with effect from September 2018 in the school education department.

As per the government order, the creation has been approved on the conditions that the posts shall be filled up to 100 percent by selection out of regularised Rehbar-e-Taleem (RReT) teachers having minimum qualification of graduate from any recognised university.

   

“Preference will be given to the candidates possessing B Ed, M Ed or Master’s degree from the recognised university,” reads the order number 20 of education department issued on Tuesday.

The orders have been issued after persistent demand of these teachers for regularisation of their services and de-linking of their salaries from MHRD funding. 

These teachers were appointed under erstwhile SSA and RMSA scheme by the successive regimes. The government last year denied benefits of 7th pay commission to these teachers terming them as contractual employees.

The government order states that the cadre of teacher grade II has been created exclusively for adjusting RReTs in the school education department.

“It shall constitute a distant cadre till all the eligible RReT, transited to the post of teachers grade II vacate these posts  due to resignation, superannuation death, promotion or otherwise automatically after the last incumbent vacate the posts,” reads the government order.

The government has also accorded sanction for the creation of 28363 existing and anticipated vacant posts of General Line Teachers (GLTs) to the equivalent number of posts of teachers Grade II. The government has also approved conversion of 4522 direct quota of non-teaching posts in different categories to an equivalent number of posts of teachers- Grade II.

In a separate order, the government has also accorded sanction for the constitution of district and divisional level committee in the department for screening and selection of eligible regularised ReT teachers to the post of teacher grade II in the education department.

Moreover the government has issued formal orders for merger of 526 posts of headmasters and 3132 posts of subject specific maters created under erstwhile RMSA scheme with headmasters and masters in the school education department with effect from September 2018.

“The salary and other emoluments of these merged posts shall stand revised as per SRO 193 dated 24 April 2018.  Arrears if any against these posts shall be drawn in accordance with the finance department circular number 104-F of 2018,” the government order reads.
