Govt asks DC’s to monitor developmental projects as it stops Constituency Development Scheme

The Jammu and Kashmir government on Friday stopped the Implementation of Constituency Development Scheme (CDS) in view of dissolution of the State Assembly last month.

An order issued today here by Finance Department said the Implementation of Constituency Development Scheme (CDS) has ceased to exist post dissolution of the State Assembly on November 21.

The order instructed all District Development Commissioners to ensure the execution and completion of all the ongoing works sanctioned and are under Implementation under Constituency Development Fund (CDF) as per the existing time lines.

“Works for which administrative approval and sanction has been accorded but not physically commenced prior to the dissolution of the legislative Assembly on 21-11-2018, will be taken up and completed after completion of all prescribed codal formalities. Neither any fresh works nor any works for which administrative approval/sanction has not been accorded shall be taken up for execution,” the order read.

The order asked all the District Development Commissioners to personally supervise and monitor the pace and quality of execution of ongoing work(s) at regular intervals to ensure their completion without any cost or time over run for larger public good.

“District Development Commissioners shall also report the fiscal picture of CDF of each former legislator to the Finance Department by or before 10th December, 2018,” it read.

It said the aforesaid instructions shall be applicable in respect of CDF of former MLAs only.
