In a significant development, the J&K state is set to get three model degree colleges as funds will be released from New Delhi under centrally sponsored Rashtriya Uchchatar Shiksha Abhyian (RUSA) scheme, an ambitious government of India program in higher education.

An official said that the three model colleges were approved by Ministry of Human Resource Development (MHRD) last month in a meeting of Project Approval Board (PAB) convened on 25 June in New Delhi. “The colleges were approved on the condition that the state will provide the land for establishment of the colleges. The construction cost of all the three colleges will be met by government of India,” said the official who was part of PAB meeting.

He said the union MHRD has approved Rs 12 crore for each college to meet the construction cost. “The higher education department has already started process for identification of land which will be followed by the acquisition and subsequently the construction of the building,” he said, adding that funds will be released soon after land acquisition process is completed.

Director Colleges J&K, Zahoor Ahmad Chatt confirmed the development and said that the colleges will be established in Singhpora area of Pattan in Baramulla district, Vilgam village in Lolab valley of Kupwara district, and in Paddar area of Kishtwar district. “The colleges are already approved by government of India. So it is an obligation for state government to make them functional as early as possible. State has to provide funds for infrastructure and creation of posts as well,” he said.

Also, the higher education has given approval to public works department (PWD) for execution of work on three model degree colleges. The director planning has also written to chief engineer PWD to completer Codal formalities to start execution work.

“The MHRD has conveyed that urgency in the completion of the project and has set a deadline of July 25 for floating the tenders. So, it is requested initiate requisite Codal procedures and ensure floating of tenders for three approved projects by or before July 25,” reads an official communiqué addressed to chief engineer PWD .

Meanwhile, a top official said these three colleges were already included in the list of 26 colleges approved by the state cabinet in previous regime. The department has to utilize the funds in five years and submit utilisation certificate (UC) in next PAB meeting of RUSA. “The next PAB meeting for RUSA will be held after five years and till then we should have utilised the funds released from RUSA,” he said.

The state has already got two engineering colleges and two cluster universities under the scheme, one each at Srinagar and Jammu.
