Throwing all the norms to the wind, the authorities in National Institute of Technology (NIT) here have given four time extension to an official in violation of rules.

The revelation came to fore through a reply to RTI application. The re-extension has delayed the promotions of other genuine officers in the institutions over the past years.

The official document in possession of Greater Kashmir reveals that an official working as personal assistant to director NIT has got four extensions in violation of rules.

It reveals that the person in question is a “Matriculate” and was appointed as junior assistant. “Neither he possesses the requisite qualification for the post nor he has been engaged following any rules,” the RTI applicant said.

It may be recalled that Greater Kashmir in February reported that NIT Srinagar has become the centre for rehabilitation of its retired employees as the authorities are providing extension to them for managing key positions in the institute.

As per the rules, re-employment of the retired persons, 60 years of age is deadline for non-scientific, technical posts and 62 years in the case of specialists in the medical and scientific fields. 

“But the official in question is 65 years old and his 5th term will expire on 31st March 2018. The authorities of the institute are again trying to extend his tenure and re-engage him for the 6th term in a clandestine manner,” the official in NIT said. 

The official retired from the services of NIT Srinagar in March 2013. However, he was re-engaged by the then registrar on contractual basis for 11 months at remuneration of Rs. 20,000.

“The circular number 316-GE-II/64-2009, of CAG, cited for his appointment, is valid only for hiring retired personnel from IA&AD to fill manpower gaps in the field offices of comptroller and auditor general of India and not for autonomous institutions like NIT Srinagar,” the RTI applicant said while referring to the CAG order.

As per said circular the applications have to be invited from the retired personnel which is followed by constitution of a committee for selection of the eligible persons.

“In case of the said official no rule has been followed. An approval has been sought on a note, from Chairman BOG, and order has been issued in violation of all rules and norms and thus the person has been fraudulently re-engaged after his retirement,” he said.

Pertinently, the term of the said official was arbitrarily extended further by 11 months w.e.f March 1 of 2014 to 31 January 2015 on contractual basis on the same terms and conditions vide order number 143 of 2014.

“It was again arbitrarily extended by 11 months wef 01-02-2015 to 31-12-2015 vide order number 46 of 2015. In the mean time the remuneration was increased from Rs. 20000/ to Rs. 30000/ per month,” he said.

Also, after the third term, the official was again engaged for fourth term w.e.f January 2016 to November 2016 as consultant.

“The authorities extended the tenure of the said official citing rules which were not applicable in NIT,” he said.

The officials also appealed the board of governors to stop fraudulent extension of the said official.
