The aspirants for teaching positions in the upcoming medical colleges in J&K have alleged non-adherence to medical council of India (MCI) guidelines in interview notification issued recently by J&K Public Service Commission (PSC), for filling up the positions.
A delegation of aspirants alleged that PSC has flouted rules laid down for recruitment of faculty in biochemistry.
“Those candidates, who possess all requisite qualifications as well as experience as laid down by the MCI have been dropped from final interview list,” an aspirant said.
He said his name figured among “eligible” in the provisional list on 31 August and that no deficiency had been found in his candidature. “But on 15 September, the PSC omitted his name from the list of those called for interview,” he said.
Another candidate, with same complaint, said although they had submitted a representation to the PSC seeking inclusion of candidates eligible for assistant professor post, but they were not heard. “JKPSC is rendering us ineligible stating that we do not possess requisite experience, which is wrong,” the candidate lamented.
He said as per MCI rules, a candidate who processes teaching experience post MSc was eligible to apply for the post.
JKPSC has started interview process for faculty positions in five upcoming medical colleges of J&K. The MCI is expected to carry out inspection of the infrastructure and human resource development for these colleges to assess possibility of giving a nod for starting MBBS course in the upcoming academic session.
The candidates alleged that those aspirants whose candidature had been rejected by the PSC earlier have now been called for interview. “It needs to be probed how someone who was ineligible became eligible in a few days and those who were eligible were excluded from the recruitment process,” the candidate said.
PSC Chairman Lateef ul Zamaan Deva said that since no recruitment rules had been framed for the five new medical colleges, the process was governed by a government order on the subject.
As per the order, he said, the eligibility for the assistant professor post in biochemistry was MBBS and post graduation in the subject plus two years teaching or research experience in concerned discipline in an MCI recognized institute or PhD and post PhD two years experience research or teaching experience in an institute recognized by MCI.
He said that earlier the Commission had shortlisted some candidates on the basis of PhD only but later it was found that they did not have experience of teaching in MCI recognized institutes. “These are the rules which we are enforcing in letter and spirit,” he said.
