The Jammu and Kashmir Muslim Waqf Board, the second asset-rich organisation after the state, has failed to utilise many its assets.

Documents accessed by Greater Kashmir show Waqf land at Ikhwan Chowk, Soura, Brari Nambal (Munawarabad) and Zaffran Colony (Zewan, Pampore), which can fetch good revenue, have not been put to any use.

Also, the Waqf had got clearance from the municipal corporation for construction of two commercial complexes on its land at Eidgah. Construction is yet to be started.

A two-storey building with approximately 2.5 kanals of land at Hazratbal has not been utilised. Five shops at Waqf complex Maisuma, five at Pulwama and three shops at Bijbehara have not been rented out.

Also, a clinic comprising a hall with an attached bathroom and two rooms at Sheikh Hamzah complex Neelam Chowk, Srinagar, besides four rooms and two halls in the Block B of the same complex haven’t been put to use yet.

Other unutilised properties include a Guest House at Baba Shakur-ud-din in Sopore, six kanals of land at Ropeway Lower Terminal at Gurduwara, Rainwara, 43 rooms of Waqf hotel at Boulevard and 23 kanals of Waqf land at Gulmarg.

“The Waqf Board did advertise some of the shops but there was no response. And since Waqf became headless, the talk of using these assets has also stopped,” said an official associated with Waqf board.

 “These assets can generate lot of revenue that can be used for welfare of the society,” he said. The Waqf was established in 1940 by National Conference founder Sheikh Mohammad Abdullah as Muslim Auqaf Trust. Its stated objective was to help the needy and downtrodden sections of Muslims in the state. 

In 2003, the PDP-led coalition government took control of the assets of the Muslim Auqaf Trust and rechristened it as J&K Muslim Waqf Board, while also promising to bring necessary reform in the board. But there has been no visible improvement in its working.
