Police Biggest Employer With 78100 Personnel

Srinagar, Aug 23: There are 350574 government employees in Jammu and Kashmir and the highest number of employees are in the police department having a total staff strength of 78100 excluding the Special Police Officers.
According to a supplementary document on Establishment and scales of pay, released by the government along with the budget 2009-10, there are 78100 posts presently in the Police Department. Interestingly, the Education Department employs less number of people than the Home Department. It has total strength of 77,617 employees who include both teaching and non-teaching staff. 
Sources said an additional 6,000 personnel were being recruited in the Police Department by the end of this calendar year, taking its total strength to something around 85,000. To start the recruitment process, Police Headquarters had issued advertisements for the posts of constables and followers in IRP 16th, 17th, 18th, 19th and 20th battalions on February 7 and the process is underway.
Sources said there were over 20,000 SPOs in the police department as well, who are being engaged for specific period under the section 18 of the Police Act, 1983. According to the Act, police officer not below the rank of SP could approach the nearest magistrate to hire residents of a place for some specific period if he feels the requirement of more personnel to tackle the law and order situation. However, presently SPOs are hired by the Police Headquarters directly.
In November 2002, the Jammu and Kashmir police discontinued with the services of Special Police Officers in the state after receiving a number of complaints against them. As many as 165 SPOs were relieved in Srinagar district alone.
The Education Department is the second highest employer in the state, followed by the Health and Medical Education Department having a total strength of 22545 employees.
On the fourth number is the Power Development Department having a total strength of 21392. The Forest Department with the strength of 18833 employees occupies 5th position. The Public Health Engineering Department and Irrigation Department enjoys sixth and seventh position with 15857 and 13987 employees respectively.
The Agriculture Department has 12569 employees, Animal Husbandry 11662, Ladakh Affairs 12773, Public Works Department 9063, Revenue 8499, Rural Development 7413, Consumer Affairs and Public Distribution 5596, Tourism 3606, Law Department 3310.
The lowest number of employees are in the Planning Department with a total strength of 437 employees. While as the Transport Department has 853 posts. The Information Department has 747 employees and the Parliamentary Affairs Department which mostly constitutes the employees of the both houses of the legislature is 438.
The document excludes the employees of the corporations, public sector units, contractual employees, RTs, casual labours and ad-hoc workers.
