Govt says director ‘most able’

Jammu, Mar 13: Following uproar by opposition National Conference over the appointment of Director and other faculty members in Sher-I-Kashmir Institute of Medical Sciences (SKIMS) in legislative assembly Monday, Government defended Director SKIMS, Dr. S. Jalal saying he was most able and helped refurbish the image of the institution. However, the speaker asked the government to look into the matter “if there is fact in the allegations leveled.”
The National Conference MLA Mian Altaf raised the issue during question hour seeking information from the government about modus operandi adopted by it in appointing the Director SKIMS. He also asked whether the selection committee has adhered to norms of selection committee formed by previous government.
The Minister for Haj and Auqaf Peerzada Muhammad Sayeed replying on behalf of Health Minister said government in February 2005 vide its order No. 05-HME of 2005 formed a committee under the chairmanship of the Chief Secretary. The Committee, he said, was constituted to make recommendation for the post of Director SKIMS on the basis of responses received at national level.
The minister said the committee recommended a panel of three doctors. “The panel was placed before the chairman governing body SKIMS (Chief Minister) who approved the name of Dr Jalal, a candidate in the panel for the post of director SKIMS,” he said.
However the answer failed to satisfy the opposition members who demanded complete details of the selection process of director SKIMS.
Mian Altaf informed the House that selection committee had recommended Dr Abdul Hamid Zargar for the post. He said in spite of that he was dropped and Dr Jalal, who was figuring at number three in the list, was selected.
He said if the government had already taken the decision to recommend and appoint Dr Jalal, then why selection committee was constituted at all. He said it was important for the government to check the records of person before appointing him at such a prestigious post. He leveled many other serious allegations against Dr. S.Jalal.
Later other members of NC including Ali Muhammad Sagar and Dr. Mahboob Beg joined Mian Altaf and said that number of faculty members have been promoted by adopting fraud method.
He cited names of many doctors including Dr Syed Mushtaq Ahmad, Dr Umar Javed, Dr Baldev Singh Wazir and said the Institute has violated MCI rules while promoting them to different posts. He said he has list of 15 such irregularities and handed the list to speaker Tara Chand.
Dr Mahooob Beg described the allegation leveled by MLAs as serious and asked the government to order inquiry into it.
Replying to queries, Government however described Dr Jalal as ablest doctor and said his appointment as director SKIMS have helped refurbish the Institution. The Minister said he was selected by selection committee from a panel and there was nothing wrong with the procedure adopted. The reply failed to pacify the members. Mian Altaf came into the well of House demanding inquiry into selection of Dr Jalal. Later the speaker Tara Chand directed the government to look into matter and if there is fact in what opposition says.
