'Recruitment under new job policy soon'

Srinagar, Oct 9: Following uproar in the Legislative Assembly over State’s inaction in filling up vacant posts, the Government on Tuesday said it would soon implement the new job policy for making recruitments to the non-gazetted posts.
The Minister for Finance Abdur Rahim Rather informed the Legislative Assembly that the High Court (Kashmir wing) has given a go ahead to the policy. He said however the case was still pending in the Jammu Wing of the High Court and the Government was waiting for quashing of the stay on the job policy.
“Once the stay is vacated, Government will go for recruitments to the non-gazetted cadre on fast-track basis to fill up the vacant posts,” Rather said.
At least 73000 posts- 11292 posts in gazetted cadre, 45588 posts in non-gazetted cadre and 16009 posts of class-IV category – were lying vacant in different departments, the Government today said in written response in the House.
Besides, the Government has not filled up 43000 vacancies of daily wagers announced for seven identified departments.
The House witnessed noisy scenes on pendency of the vacant posts. A latest survey by the Government has revealed that around six lakh educated youth were unemployed in Jammu and Kashmir.
The number of vacancies, both gazetted and non-gazetted, filled by the Government during past three years, starting 2008, is 29,797.
“Unemployment is a huge problem today but Government is sitting over it,” said PDP’s Abdul Rehman Veeri.
His views were shared by the Congress legislator Abdul Majid Wani.
Rather assured the House the recruitment to the non-gazetted posts would be taken on fast-track basis.
The new job policy was to be implemented in JK from November 2011. However it was stayed by the High Court after an aggrieved candidate moved the court.
Under the policy, the non-gazetted recruits shall be paid fixed monthly salary equivalent to 50 percent of the basic pay (Pay Band+Grade Pay) for the first 2 years at the minimum of the Pay Band.
For the next 3 years or during the remaining period out of total five years (if the period of probation has been extended) such an employee would be entitled to receive fixed salary of about 75 percent of the basic pay (PB+GP) at minimum of the Pay Band, officials had told this newspaper.
After completion of 5 years in stipendiary mode, the incumbent shall be entitled to a prescribed pay band and all other allowances as applicable to a Government employee subject to “good performance, conduct and the vigilance clearance.”
Responding to a separate question on regularization of the casual/daily wagers, Rather said any department could employ them on need basis.
In response to another question, Government said under the policy enshrined in SRO 64/94, 55663 Daily Rate Wagers were cleared for regularization up to this September out of 59015 DRWs.
Regarding regularization of casual laborers, the Government said a Cabinet sub-committee was constituted to study the financial, legal and administrative implication of their recruitment.
The Government said the information regarding number of casual laborers was received by the Finance Department and it has been placed before the CSC for its recommendations.
It said Government has issued orders for employing 43000 persons on casual/season basis.
“However no engagements have been made so far as the necessary operational modalities are being worked out,” the Government said in written response to a question by PDP’s Peerzada Mansoor Hussain.
