Vigilance produces challan against 3 KVMPCF officials after 20 years

Srinagar, Jan 23: Jammu and Kashmir Vigilance Organisation (VO) had produced challan against three officials of Kashmir Valley Milk Producers Cooperative Federation (KVMPCF), Cheshmashahi, who misappropriated the milk products thereby causing loss to the Cooperative, after two decades.
 AVO spokesman said Mohammad Yousuf Bhat, Procurement Assistant, Abdul Majid Bhat, Assistant Manager and R K Koul, then Receipt Officer were charged for misappropriation of milk fat worth over Rs 2.15 lacs during 1987-88.
 He said a complaint was received from Managing Director KVMPCF Cheshmashahi alleging that some employees of the Milk Cooperative have misappropriated the milk products thereby causing loss to the  Cooperative.
 In the course of investigation the records of the Milk Cooperative were seized and scrutinized besides statements of the witnesses were recorded.
 It was found that Milk Federation had an opening balance of 157.28 kg of milk fat on July 16, 1987. From this date to October 20, 1987 the Federation received 29,590.74 kg of milk fat taking the total stocks to 29,748.2 kg. 
 Out of this stock 25,875.66 kg of milk fat were accounted so far.
 After allowing permissible losses on account of processing of milk fat, 3274.89 kgs of milk fat was found misappropriated. 
 Similarly, out of 68,288.15 kg of SNF, only 63,245 kg were accounted so far which included the permissible losses on account of processing and handling between the period July 16, 1987 to October 20, 1987 thereby revealing a misappropriation of 5042.62 kgs of SNF.
 Investigation has further revealed that misappropriation and shortages have occurred during the tenure of all the three accused officials of Milk Federation.
 The cost of misappropriated stock of milk fat comes to Rs.2,15,699.90, he said.
 He said the case was sent for accord of sanction for prosecution to the government on November 15, 1995 which was sanctioned on October 24, 1996 in respect of two accused while the proposal for sanction of prosecution in respect of third accused was forwarded to the Management of the Milk Federation.
 In the meanwhile, the accused officials filed a writ petitions in the High Court and obtained stay orders against the sanction for prosecution.
 On vacation of stay the matter was again referred to the government for accord of fresh sanction for prosecution in respect of accused officials on August 10,2007 and the sanction for prosecution was received on November 23, 2007 and the challan was produced in the Court of Special Judge Anti-corruption, Kashmir for judicial determination.
