8 of 10 CEO posts vacant in Kashmir

The school education department is literally on crutches in Kashmir as key positions of chief education officer (CEO) are lying vacant in eight of 10 districts in Kashmir. It has badly hit administrative work in the education department. As per official data, only two districts, Kupwara and Shopian have the CEOs in position while the posts are lying vacant in remaining 8 districts. “In these (8) districts the positions are managed by other officials as additional assignment,” said an official. While the government continues to sit on filling the vacant posts, the CEO Shopian is attaining superannuation by end of this month, the official said. In majority of Kashmir districts, the posts of principal district institute of education and training (DIET) are also vacant. In Ganderbal, deputy CEO is managing the post of CEO and DIET principal in addition to his own charges. “Under such circumstances we can’t expect quality work when a single person is being asked to manage their positions,” the official said. The situation is similar in some other districts as well. In Baramulla the post of CEO and DIET Principal are vacant after the CEO who was managing post of DIET principal retired in last week of January. The deputy CEO is now looking after entire district, the official said. Besides, the positions of joint directors in north and south Kashmir districts are also vacant, adversely affecting administrative work. The charge of joint director south Kashmir has been given to ADC Anantnag while as position of joint director of central Kashmir districts is looked after by joint director north Kashmir. Recently the education department constituted district level screening committees for document verification of the graduate SSA teachers for their regularisation in department. “The committees are to be headed by joint directors but we are facing inconveniences as the officers managing these posts in south and north Kashmir doesn’t remain available in offices on daily basis which delays the process,” a group of teachers said. Also, more than 30 posts of zonal education officers (ZEOs) are lying vacant in Kashmir alone. A top official dealing with administrative issues said the department has not ordered for promotions in the department to fill the vacant posts.
