What fate awaits them?

When will the destiny of daily rated workers change. For what sins they are being punished. They don’t know. No one knows. Everyone empathises with them, but no one bears the pain which they go through. 

On one side the Government is providing all the benefits to all the absorbed employees of the state. On the other side the same government hesitates to bear the cost. “The casual workers hardly have any job or income security. Even the short-term contract holders primarily receive a consolidated wage with no additional contribution towards their dedicated services in the departments.

   

The size of the government workforce is on the decline and a minimum percentage of temporary employees are working in the different departments. It is been found that the some departments are totally dependent on the temporary employees to cope up with the departmental liabilities. When it comes to the absorption share of temporary workforce in the government department, it is lower, actually it is nothing.

The state cabinet had already approved the road map for the regularization of the daily wagers in the state. It was told that once the order is issued, it will be sent to all the departments across the state wherein daily wagers are working, for its implementation for absorption/regularization of Casual/Seasonal Labourers/ Daily Rated Workers so as to ensure sustainable livelihood to thousands of persons and engagements which were made from time to time. The cabinet at that time had asked the Finance Department to workout concrete measures to operationalize the roadmap to meet the long-standing demand of such engaged persons. A labour ministry of our capital is also aware of the issue and the topic was “touched upon” many times in the meetings with state. The workers have been demanding their regularization by agitating since long and the state government is time and again consulting with the different departments to ascertain their feasibility and its financial impact. The practice is just to make this deserving workforce to watch the dirty game of the government.

Recently, in the past, the delegations of the agitating flexi-staff met with the Governor Satya Pal Malik and demanded to expedite the process of regularization, but all in vein.

Their regularization process, reportedly was at the urge of completion for which the meeting of the Board of Governance was held in two years back and a Committee was constituted for scrutiny and recommendation of regularization of temporary workers. The committee constituted for the purpose had submitted their recommendations in favour of the consolidated workers working in the organization.

The same recommendations were circulated to each and every 22 members of Board of Governors out of them 21 members have signed the recommendations, but in the month of June 2018 the same was circulated to the Principal Secretary finance in capacity of 22nd and last member of the board of governor who had to sign the recommendations but since then the file is lying with his office and we are time and again hearing and expecting our regularization. The reasons behind its delay are best known to the concerned.
