Secretary Sports Council, Naseem Javid Chowdhry today said that all required formalities and procedures were followed in awarding the contract for organizing opening and closing ceremonies of First Khelo India Winter Games at Gulmarg.
Terming as “incorrect” the allegations leveled by some eventmanagement companies against the tendering process, Chowdhary said the”advertisements inviting bids were issued in both local and national papers.”
He said five bidders qualified technical bids and gavepresentation. “In financial bid the lowest bidder qualified,” he said.
Earlier, some event management groups had alleged violationsin the tendering process. It was alleged that the “first” EOI was neitheruploaded on jktenders.gov.in website nor published in any leading newspaper ofJammu or Kashmir.
It was alleged that the second notification dated 19th Feb2020 extending the date had no mention of basic eligibility criteria, technicaleligibility criteria and technical evaluation.
It was alleged that the bidders who participated were calledfor presentations and concept by the concerned officials. “Once thepresentation process was completed, the officials of J&K Sports Council didnot issue any document regarding the scope of work or minimum fixeddeliverables”.
It was alleged that there was no mention of any requirementand no such sheet was given to any participant. “No experience was sought frombidders in terms of past experience, implementation of major works in therespective field, official government orders for the same work, and experiencein handling the same amount of work,” alleged an event management group.
