NEWBORN’S DEATH: GMC fails to submit probe report to SHRC

The health authorities have failed to submit its reportbefore State Human Rights Commission (SHRC), in a case pertaining to death of anew born, after a pregnant woman from Kupwara was allegedly denied admission atLal Ded maternity hospital here last month.

In January this year, Suraya Begum from Kalaroos was deniedadmission in the hospital. Hours later she delivered the baby on a roadside atBemina here, in sub-zero temperature. The newborn however died.

   

Subsequently, the commission took cognizance of the incidentthat evoked outrage across the state. In its latest order in the case, aftermedical authorities failed to submit their report, the Commission issued noticeto principal Government Medical College to submit the report within two weeks.

“The committee will execute and file the report within aperiod of two weeks. The principal medical college shall file the roaster ofthe doctor so that the Commission is aware who was the doctor/specialist onduty on the day,” reads the order issued by the commission.

Earlier, medical authorities had submitted before theCommission that preliminary investigation into the case had establishednegligence of the doctor on duty.

In its response before the Commission, Dr Samia Rashid,principal of Government Medical College Srinagar had stated that a serious notewas taken of the incident and that it needed to be probed further to take thecase to a logical conclusion.

“…preliminary investigation report prima facie establishednegligence on part of the doctor on duty, by not admitting the said patient,that too with breach presentation. As such the incident needs to be probedfurther in order to take the matter to its logical conclusion,” the GMC hadsaid in its report submitted to the Commission earlier.

The report had also mentioned that the doctor who attendedthe patient was placed under suspension, while a broad based enquiry committeecomprising of five doctors including MS LD hospital was constituted to probethe incident. The committee hasn’t submitted the report till date.

The Kupwara family had pleaded for judicial enquiry into theincident before the SHRC.
