SMC mulls major reforms for city development

The Srinagar Municipal Corporation has decided to undertake some major reforms for the development and beautification of the city and for making itself a financially self-sustaining institution.

In one of the reforms, it has decided that buildingconstruction permissions shall be delivered at the doorsteps of the applicantswithin Srinagar municipal limits.

   

“Due to the reforms underway, the building permission willbe issued in one or two days or at the most within a week after it is appliedfor,” officials at Srinagar Municipal Corporation said.

Official documents accessed by Greater Kashmir reveal thatprocess to make the SMC financially self-sustainable has also began withdirections from the SMC commissioner to the officials to resolve issues, ifany, to expedite allotments for revenue generation.

The SMC has several assets like shopping complexes andvacant land situated at commercially viable places. As per the officialrecords, these assets will be utilized for revenue generation.

Due to poor response that Habba Khatoon Shopping Complex atParimpora here evoked in the past, the commissioner SMC has directed for itscomplete facelift and subsequent fresh auction.

Similarly, Hyderpora Municipal Shopping Complex will be made”more attractive” for bidders for fresh auction.

About allotment of shops at Roshan Mohalla, Nowhatta, it hasbeen decided that the dislocated shopkeepers shall be called to negotiatefixation of rent and premium. Authorities would also explore the constructionof its second floor.

Other assets, about which the commissioner SMC has asked theofficials to renovate or resolve issues, if any, include Municipal ShoppingComplex Khayam, Municipal Complex Hazoori Bagh.

“The reforms are being taken for revenue generation to makethe SMC financially self-resilient,” said an official.

The reform programme also envisage: The waste dumped incells at Achen will be divided in categories of RDF, good earth and exert,which will help make the cells empty for fresh waste use, besides generatingrevenue.

All rules pertaining to waste management will be madecompulsory and 100 percent door-to-door waste collection will be ensured.

To minimize the air pollution, directions have been issuedthat all sanitation units will ensure removal of dust from roads and roadsidesevery day.

Information and educational partners have been asked tofocus on bringing about “behavioral change” in the localities where people areyet to cooperate on the components of Swachh Bharat Mission.

Free accommodation for Safaikaramcharies and beautificationof all major roads and bridges are also among the reforms put on priority list.
