This refers to article on common seniority by Dr Gopal. The Medical Fraternity Association appreciates that Dr Gopal and his associates have realized that under the garb of turmoil and unaccountability of service rules, the faculty positions at GMC Srinagar had got depleted up to the year 2005 till common seniority existed. The General Body of MFA in its resolution passed on 25th August while opposing the idea of combining seniority has requested the state government for an administrative introspection of how GMC Srinagar suffered on account of Common Seniority which existed before 2006 and also to record progress made by GMC Srinagar post 2006 (when seniority was split). Since 1990 MFA Srinagar has been highlighting before the Government, general public and medicos the sufferings inflicted on GMC Srinagar and its faculty under common seniority. Career progression is the right of faculty members of GMC Srinagar and the promotions in favour of faculty members of GMC Srinagar, to which the author has pointed, are well earned and long overdue.
The author may note that about 40 faculty members at GMC Srinagar have teaching experience of more than 13 years, and unfortunately have had so far been only awarded with one DPC promotion only because of stagnation as a result of blockade of posts under common seniority that existed before 2006. Dr Gopal and his associates also need to note that MCI under its amendment notification dated 17 September 2010 in the minimum qualifications for teachers in the medical institutions regulations, 1998 in schedule-1, clause 1-A has amended age of eligibility in respect to teachers from 65 years to 70 years. The only other criteria for eligibility as post graduate guide teacher is 8 years of teaching experience. MFA once again makes its stand clear that they are in favour of adopting current MCI norms in toto which includes eligibility, caders and service. Dr Gopal also needs to know that GMC Jammu faculty has already recorded before the government their opposition to common seniority, the stand which they again resolved to oppose at their recent held GB meeting. MFA wonders who from GMC Jammu is going to work at GMC Srinagar? The ultimate aim of combining seniority is to give easy exit to faculty members residing from Jammu and belonging to a particular category to their home institutions, who were appointed on GMC Srinagar posts. MFA in no case will allow GMC Srinagar posts to be blocked by faculty members who are not interested in working at GMC Srinagar. Yes of course one is free to flee to any part of the world in this era of globalization.
