Srinagar, Oct 9:  For the past nearly four years, the Srinagar Municipal Corporation awaits empowerment which apart from other issues, was expected to bring the working of schools up to primary level under the administrative control of the SMC.
 And if the ruling National Conference upholds its commitment of empowering the municipal corporations, SMC could soon have a role in school education as well.
 Observers say through empowerment on the educational front, not only will the education upto primary level of government schools come under the SMC control, the civic body would have a right to regulate the working of primary section of the private schools as well.
 For this, the working of the Directorate of School Education Kashmir,
 for the primary level would be coordinated by the SMC.
 The SMC, as per observers would be authorized to depute inspectors to monitor working of various schools.
 The inspectors would monitor the classroom work, civil infrastructure and over all development of the wards.
 The same is prevalent in many other Indian states  ncluding New Delhi where the municipal corporation runs 1750 odd schools enrolling about 900,000 children.
 Quoting statistics, observers said this was almost 50% of the total children in Primary school age group in the Indian capital.
 The role of municipal corporations in education is also apparent from the fact that when in April this year Shanoo, a minor girl died at a school in Delhi, the municipal corporation was first to take action against the school and order an inquiry.
 But in this summer capital, the SMC is yet to get authority to manage the school affairs even though the same has been vested in it, as per the Municipal Corporation Act.
 If sources are to be believed, the NC-led government is serious to empower the civic body soon so that it doesn't face any embarrassment for having "failed" to uphold its pre-poll commitment with the Srinagarites to empower the SMC as an institution of local self government.
