District Election Officer Srinagar today detailed the guidelines of Model Code of Conduct (MCC), which came into force immediately after the Election Commission of India announced schedule of bye-polls for Srinagar Parliamentary Constituency, and issued necessary instructions thereof.
According to the guidelines, no fresh release of funds under MPLADS or CDF shall be made in any part of the Constituency till the completion of election process. "Similarly, no work shall start, in respect of which work order may have been issued before the imposition of MCC, but the work has actually not started in the field. Those works can start only after completion of election process. However, if a work has actually started, that can continue," an official communiqué said.
"There shall be no bar on the release of payments for completed works subject to the full satisfaction of the concerned, besides of schemes which have been cleared and funds provided or released and material procured and reached the project site, such schemes can be executed as per programme," it added.
