ATD-2020 caught in ‘official wrangles’

There seems to be no headway in the mass reshuffle of the teachers, masters and lecturers of the School Education Department (SED) as the much-hyped Annual Transfer Drive (ATD)-2020 is caught in “official wrangles”.

Having started the process in mid-February, the SED claimed to complete it by the end of the month. However, around two months have passed but the department has failed to issue the final transfer list of the teaching staff as per the ATD.

   

Amid the delay in completion of the process, the teachers posted in the hard zones continue to suffer due to their prolonged stint in these zones.

These teachers were supposed to be shifted to normal zones after completing one-year term in the hard zones.

“It is sheer injustice with us that we were not called back despite spending two years in the hard zones,” a group of aggrieved teachers said.

The J&K government in February issued instructions for transfers in the SED to streamline the availability of the teachers.

The move was initiated after complaints about the disproportionate Pupil Teacher Ratio (PTR) and non-availability of subject-specific teachers in the schools, particularly in the far-off areas.

The department had also decided to prepare a subject-wise, cadre-wise tentative list of transfers so that no school should have surplus teachers in the same subject.

However, the entire process has been caught in “official wrangles”.

“The transfers were supposed to be issued before the reopening of the schools post winter vacations but the department has resorted to inordinate delay in completing the process,” an official said.

On top of it, the Administrative Department is yet to collect the details of the vacancies and the list of proposals for inter-district and inter-division transfers from the Directorates of Srinagar and Jammu.

In this regard, the Administrative Department recently issued a letter to both the directorates, with the directions to provide the list of the inter-district and inter-divisional transfers of headmasters, masters and teachers received on their respective directorates.

The Administrative Department also pulled up the directorates for their delay in submitting the vacancy position of the headmasters, masters and teachers.

“It has been already delayed from your side as the ATD is going to end on April 30 following which no transfer proposal will be entertained in the Administrative Department,” the letter reads.

“This callous approach of your staff has been viewed seriously. Strict action will be initiated against the concerned officer and officials for their callous approach towards the sensitive issues,” the letter reads.

Meanwhile, the Administrative Department has also instructed both the directorates not to issue any tentative transfer list at the directorate level or at the Chief Education Officer (CEO) level till the decision is taken by the SED.
