‘Character’ of siblings, spouses, relatives comes in way of teachers’ jobs

While verifying ‘character’ and credentials of about more than 600 teachers whose services are to be regularized, the CID has mentioned “adverse” in their reports although there is nothing they have done to deserve this tag.

Take the example of the CID verification report of Fazil (name changed) from Anantnag district.

   

It reads: “There is nothing adverse against the teacher, however, the brother of the subject is presently in PaK (Pakistan administrated Kashmir) for subversive training.”

Fazil told Greater Kashmir that his brother had gone to PaK in the 90s for arms training but the family has had no contact with him since.

“The police also don’t know whether he is alive or dead. I am not sure whether he is alive or not,” he said.

The ‘adverse’ report is a hassle for those joining government jobs. It might translate into more investigations and delay in recruitment. The majority of the teachers who are in the adverse are from southern Kashmir and they are not able to join the new cadre, nor have their salaries been released.

In yet another example, the police write in the verification report of a teacher: “There is nothing against the subject but his brother and uncle have been associated with a militant outfit.”

The arrest of a woman teacher’s husband in a fake currency case has been recorded in her verification certificate.

Another woman teacher has been disallowed from joining the cadre of teacher grade II because her “husband has been associated with a militant outfit”.

There is nothing against her as such in the report.

Police have also accused a few on the list of having past links with militants. In one adverse report, the police have accused a teacher from southern Kashmir of being an over-ground worker of Al Umar militant outfit till 2005.

A senior official in the education department at the civil secretariat said, “These cases will be re-verified because the verification done by the CID doesn’t pertain to the teachers. The adverse are about their family members and relatives.”
