Education department acknowledges delay in holding DPCs for district level non-Gazetted employees

The school education department has acknowledged the delay in holding the Departmental Promotion Committee (DPC) meeting for the district level non-gazetted employees of the department.

In the wake of this the Directorate of School Education Kashmir (DSEK) has issued a circular instruction to all the Chief Education Officers (CEOs) to hold the district level DPCs for the employees of the department.

   

The DSEK circular reads that the meetings of district level DPC are not conducted regularly which has hampered the functioning of the department and delayed the promotion prospects of eligible incumbents.

“This directorate has received a number of representations from non-gazetted employees of the department requesting for conducting meetings of district level DPCs,” the circular reads.

The CEOs have been impressed upon to take necessary steps for conducting the meetings of district level DPC of non-gazetted employees, in terms of government order number 01-Edu of 2020 dated January 01, 2020 and circular instructions issued vide circular number 02-Edu of 2020.

Notably the government, vide SRO-785 and 786 re-categorized various cadres of school education department as UT, divisional and district Cadres and DPCs for divisional and district cadre posts were re-constituted vide government order number 01-Edu of 2020.

Also, a circular vide office circular number 121-DSEK of 2020 was issued by the DSEK wherein all the CEOs were directed to ensure cadre management of district cadre posts including their seniority and Promotion at district level in terms of above referred government order.

“The representatives of this directorate were also nominated to attend the meeting of district level DPCs,” the circular reads.

An official said the promotion and the seniority issues of all the non-gazetted employees at the district level will be resolved as the government was seriously pursuing the issue to fill the gaps in the department.

“It was a long pending demand of the non-gazetted employees. Now the department has woken up to their grievances and it is expected that the district level DPC meetings will be conducted very soon,” the official said.
