Report being placed before Cabinet

The Government on Monday informed High Court that Koul Commission’s report on killings of 2010 unrest has been referred to General Administration Department for placing it before the Cabinet.  

In keeping with the earlier court order, the government was required to file status report in the Public Interest Litigation seeking directions for making public the Koul Commission’s report Public. It, however, produced today before court a communication from Home department.    

   

The Home department’s Communication reveals that one man inquiry report by Justice ( retd)  M L Koul Commission on 2010 killings has been sent to GAD for placing it before the cabinet.       

The court was informed that the report was examined in consultation with GAD, PHQ, ADGP CID and DC Srinagar. Based on the consultation, inputs and details furnished by the concerned, the government said, the matter stands referred to GAD. 

The division bench of Justice Muhammad Yaqoob Mir and Justice Dhiraj Singh Thakur directed the government to file status report in the matter by April 12 after senior Additional Advocate General Bashir Ahmad Dar sought further time for the same.   

A social organization Jammu & Kashmir Peoples’ Forum through its general secretary M M Shuja has approached the court seeking directions for making public the findings of the Koul Commission in 2010 unrest, killings and monitoring of follow up action by the court after the report is made public.

The  Forum also sought directions for implementing the recommendations of Koul Commission on grant of compensation to the victim families.

Constituted under the J & K Commission of Enquiry Act, 1962, the government had constituted the one man commission headed by Justice (retd) ML Koul to probe the 2010 unrest killings.
