2 ACDs, 11 BDOs suspended in Baramulla, Anantnag for unauthorized withdrawal of funds
Jammu, June 11: Department of Rural Development and Panchayati Raj today placed under suspension 13 gazetted officers including two Assistant Commissioner Developments (ACDs), and 11 Block Development Officers (BDOs) from two districts of Kashmir valley for excess withdrawal of funds.
The officials quoting the suspension order said that these officials were suspended for withdrawal of funds in excess from e-FMS accounts by the District Baramulla and Anantnag under MG-NREGA following which the ACDs of both the above districts and 11 BDOs were placed under suspension.
“ACD Baramulla Yaar Ali Khan, KAS, has been placed under suspension and he shall remain attached with the Directorate of Rural Development Kashmir. In his place, Assistant Commissioner Panchayat, Baramulla, Gulzar Ahmed, KAS, shall hold the charge of ACD Baramulla in-addition to his own duties till further order,” the order reads.
The official said that the ACD Baramulla was suspended for withdrawal of Rs 1.91 crores from the Common Account of MGNREGA (e-FMS, material and wages) unauthorizedly from Baramulla district. Even as he was asked to explain his position, the official quoting the order said, they did not receive any reply from the said ACD nor any block wise reason for withdrawal.
“District Baramulla is continuously withdrawing an amount unauthorizedly and as on date Rs 2.04 crores has been withdrawn,” the suspension order says.
Similarly, ACD Anantnag Nisar Ahmed Malik was also placed under suspension for unauthorizedly withdrawal and failure to control his BDOs from excess withdrawal. Anantnag District had withdrawn Rs 9 lakh from the common account.
In his response to explanation, the ACD Anantnag submitted that BDO Pahalgam, BDO Sogam, BDO Breng, BDO Bijbehara, BDO Larnoo, and BDO Verinag have made excess payments and violated the conduction of release of payments.
Assistant Commissioner Panchayat, Anantnag, Ideel Saleem, KAS shall hold the charge of ACD Anantnag in addition to his own duties till further orders, as per the order in place of ACD Nisar Ahmed Malik following his suspension.
Meanwhile, 11 BDOs have been placed under suspension in both the districts by Principal Secretary, Rural Development Department, Bipul Pathak.
Director, Rural Development Kashmir has been directed to make suitable alternative arrangements to look after charge of these blocks.
