Political confusion apart every government deriving its powers to govern with the popular mandate is duty-bound to deliver an efficient and honest administration to its people. In a democracy, every new dispensation inherits political and administrative legacies—both good and bad. In politically sensitive and geographically strategic state like Jammu and Kashmir governance is a Herculean task particularly during last more than a decade when its political turmoil took different dimensions of huge public unrest it became more difficult. The present government also inherited several political and administrative problems from the previous regime. And with completely contrasting political fusion on a much coarse political canvas, the present alliance from the day go faced political and ideological obstacles definitely making a dull impact on their design of governance.
Anyways, a better leadership can turn tables and overcome all obstacles of bad legacy and abrasive coalitions. The earlier leadership under late Mufti Mohammad Syed tried very hard to cobble the coalition and run it smoothly under the most daunting political situation. But destiny had a different opinion. And as far the present headship it also tried to assert itself but many loose ends are yet to be tied nicely. In a fluid situation like Kashmir where every stakeholder is not sure of its own future, no one can predict what is in store for tomorrow. Every political soothsayer has failed in Kashmir! Here at times, a very small incident snowballs into a big controversy while more significant issues get diluted with a curing touch of the time. In this unpredictable situation, the only area left with the elected political leadership where they can justify their mandate and existence is honest and efficient governance and an answerable administration to mitigate the day to day issues of public importance. Conflict-torn people's half the miseries get resolved with good governance. Mainstream political leadership in Kashmir should understand the genesis of existing complex Kashmir conflict where their role is diminishing with an ever-changing geopolitical scenario in the region. They must analyse their strength and position in the right perspective and infuse much of their energy and political acumen in better governance and confine to resolving the issues related to survival and sustenance of the common man dedicatedly and honestly.
Sensing their little or not that assertive role in the resolution of the broader political situation in Kashmir the present leadership with many tactical shifts tried its best to deliver more vigorously on administrative and developmental front and smoothen the way towards a situation of amicability against all odds for any future resolution of the dispute. But like the earlier government, the efforts of present arrangement at occasions also got washed with the sporadic furious waves of people's anger. Beyond political considerations, an elected leadership is duty bound to deliver an honest, impartial and sincere government and only then can qualify and afford to venture into the broader political contours of national importance and international ramifications. As I said the present political dispensation within the state tried hard to create a semblance of amiability with an eye to enable resolve inner core issues. Nonetheless, not only the violent disturbances made its task tough but certain unprincipled elements within the system with their avaricious gluttony created a parallel tenacious authority of deceit. These moles have plagued strategic nodes of the administration and make it function to their interest creating hurdles in good intentions of the government without active knowledge of the leadership. Administrative setups by default are never defective but either the bad masters or the decaying links within the system make it unproductive. In our system, the shameless moles of materialism and nepotism have made the system flawed thus at occasions diluting the good efforts of the leadership.
This is the right time for the present government while embarking on its people's friendly agenda and making a way forward for resolving all complex issues it should essentially identify the bad patches within all sections of its governance, isolate them and make all its plans workable without any problem designed by these dishonest elements. These present-day plants contrary to their earlier matches are cunningly hiding behind rosy curtains of sycophancy and deceptive loyalties thus infiltrating almost everywhere with ease. Apparently, it looks very easy to handle such elements of shame with current regimen of checks and balances but unfortunately, these elements like any other sneaky mafia have put their hand in every limb of the system and manage their rescue with impunity.
